- ➤ The East Coast Migrant Head Start Project in North Carolina said it will furlough 258 workers at its offices starting Nov. 1 due to a pause in federal Head Start funds caused by the shutdown — the group notified state commerce officials and will resume operations when funding is restored. WRAL
